IOS 16.7 Does Not Respect "Test Alert" Disabled Setting

On IOS 16.7, following directions provided by Apple here: About emergency and government alerts - Apple Support I disabled Governmental Test Alerts as described. On October 4, 2023 the FCC conducted the WEA Wireless Alert test and my phone shouted the alert with volume overridden at 100%.

With the directions shown in the link above and my settings set as follows, I expected no "Test Alert" to be triggered on my device.

Why didn't IOS 16.7 respect that setting?

iPhone XR, iOS 16

This was a nationwide test alert. Your settings would not affect this alert (look at second page of FEMA info). It’s not about respect or your iOS version. Didn’t matter what brand phone you had. You were going to get this test alert because they were ensuring that the system was working properly for the country.

because it's the government, why don't you ask them to why they didn't respect ios 16.7 settings.
