Heart Rate Complication not updating since os 10 update

Same thing has been happening to me ever since watch os 10 was released. I restarted, but that didn't fix it. Did everything support said and that hasn't done anything? Is this something apple is aware of, and when, if at all, can we expect an update to fix this bug? It's a pretty big problem for people trying to monitor their heart rate...

On my watch (series 9) the displayed heart rate in the complication updates eventually, but runs behind. If it says, for example, "25 minutes ago" and I pop into the heart rate app momentarily, then the complication will switch to a measurement from maybe 5 minutes ago instead.

I've noticed this both with always-on display and without, so that's not it. And it's been doing this for months, across several updates and restarts.

I'm still having this issue with my Watch Series 9 running watchOS 10.3.1. At least the heart rate complication is displaying, it's just not keeping up - it'll say (for example) 20 minutes ago, but when I tap it, there's a heart rate reading from 2 minutes ago. I'm using Heart Analyzer on the Utility face, and the stock Heart Rate on the Activity Analog and Mickey Mouse faces; both run behind.
