Backing up or syncing to icloud
If you back up or sync your iPhone to iCloud, and then delete photos from your phone, will they also be deleted from icloud during the NEXT sync or backup???

If you sync photos to icloud Set up and use iCloud Photos - Apple Support it's not part of the backup, so what you do on one device reflects on the other.
Icloud backs up current data on the phone an overwrites the old backup What does iCloud back up? - Apple Support
If you want to remove photos from your device but keep it in the cloud environment then look into google photos.
