How to completely remove or disable Apple TV on child's iPad

I need help with how to completely remove or disable certain apps on my children's iPads. Most importantly, I'm wanting to get rid of Apple TV. I understand how to set content restrictions with Screen Time. And I understand that Screen Time allows you to toggle off "Allowed Apps." However, Apple TV is NOT one of the options on the list to turn off. My children can still open the app, and there are all sorts of previews that are not appropriate for them to see. They can still use the "search" function to see thumbnails for content that is not appropriate. I'm very frustrated by this.

Ok, I'm sure this is a really backwards way to do it ... but I couldn't figure it out either and so I set up an app limit for Apple TV of 1 min per day. So they can tool around for a minute, but them it kicks them out.

It really is BEYOND stupid you can't control Apple TV better.
