Why does it say error after trying to download iOS 16.7?

Thanks for posting in Apple Support Communities! If the error is appearing after the update file is already downloaded, we suggest removing the file and redownloading it. A fresh download may fix this error:

1. "Go to Settings > General > [Device name] Storage.
2. Find the update in the list of apps.
3. Tap the update, then tap Delete Update.
4. Go to Settings > General > Software Update and download the latest update."
