I have two iPhones and both worked fine when I airdropped from one to the other. I updated both to iOS 17 and now one phone declines airdrop to the other.

I solved the issue. It's toggling off the "Bringing Devices Together" feature in AirDrop settings on the new iOS 17.2. AirDrop works fine now between my two phones.

it doesn’t help between iPhone and iPad, also MacBook.
I just had a useless chat with the helpdesk. They insisted the cause was NordVPN on both my Mac and iPhone. They made me delete the apps on both devices. After re-installing them, I noticed that the issue came from the Private Relay option in my iCloud+ plan. Once you turn this off, it magically resumes working (with the VPN on).

Turning off Private Relay on my MacBook solved the issue.
Airdrop DECLINING from my Macbook Pro (Sonoma 14.4.1 (23E224))to my iPhone 15 Pro that is up to date with 17.5.1.
Resetting only gets me 1 airdrop before declining again. if that.
Super weird, that fixed it for me too.
