Safari Download problem Big Sur

Hello, a few days now I can’t download anything from Safari. I tried safe mode, nothing changed! It keeps pause my files and doesn t let me reload them. I noticed that when I restart macbook as a guest I can download!! Any suggestions what might be the problem with the main user profile?
