Can't download files in Safari on my MacBook Air

When I try to I get “you do not have permission to save to the “Downloads” folder even though I went to safari settings and did always for websites downloads.

Seems on some websites, we can only view an item by opening it in Safari, and the files are protected from being downloaded by the author's copyright etc.. ie: It is up to the website-owner, what is permitted.
