Manage iCloud account storage

This app Manhuawu is in iCloud+ storage and I don’t recognize it. Can’t find it as an app on my iPhone or iPad . I tried to permanently delete it and it won’t delete. How do I get rid of this? It may be behind all my iPhone problems. Someone on Reddit said it was a manga app?
