How to stop storing apps on iCloud

Apps cannot be stored on iCloud. If you delete an app and then download it again, it comes from the AppStore, not from iCloud.

The cloud icon on Apps has nothing to do with iCloud. It simply means the App is in the virtual (cloud based) Apple App Store and available for download.
