Critical Alerts always play a sound and appear on the lock screen even in if your iphone is muted or do not disturb is on. Manage critical alerts in settings

Go to -> Settings -> tap Notifications -> scroll to Home -> turn Off the options: Allow notifications & Critical notifications.
