I can't see new terms and conditions in order to sync iCloud on my MacBook

My Mac System shows the new term should be confirm then my iCloud could use to sync, but when I click the badge to view, it always stuck on a blank page, cannot quit the system setting as well.

You can always force quit a shutdown by holding the power button/TouchID for ~6-10 sec.
