Downloads for MS Word Documents on Safari are automatically read-only

The MS word documents I save from Safari are automatically read-only and I can only exit read-only mode by saving as a duplicate document. I do not have this issue when I download documents from Chrome. I would like the documents to be downloaded with edit-more enabled. I've tested this with documents that I have created and sent to myself and it still comes up at read-only. How can I fix this?

MacBook Pro 13″, macOS 12.5

If the files are downloading successfully and the only issue is that they are read-only, this would be something you'd want to speak with Microsoft about to determine how best to unlock those documents created on their software. This page may offer a starting point: Microsoft - Contact Us.
