The get ready to pre order option for the 15 pro max does not allow for carrier choice other than the big 3
i use Xfinity mobile
I can’t get past this roadblock to complete this process. Any ideas?

Contact Xfinity and find out if you can pre-order through them.
Preorders have pretty much always been limited to top tier carriers.
I don't remember any MVNOs ever being available as pre-order choices. Unlocked phones have also not been available for pre-order
Once pre-orders are complete, you should be able to order an unlocked iPhone from Apple to use on the carrier of your choice.

When you buy an iPhone through Apple for Verizon or T-Mobile, you get an unlocked device. AT&T devices are carrier locked. This is stated on the information button under the three carriers during the pre-pre-order setup.
The trouble with this is that it wants to verify an account with one of them. You can't just select one and keep going. I hope they add an option for no carrier.

Update: there is an option for no carrier if you purchase instead of finance.
