This is a brand new watch, straight out of the box. The battery was completely dead. It has been on the charger for about 20min and I see the green lightening bolt but the charging indicator has not lit up at all.

Assuming you purchased the Apple Watch (not “i watch”) directly from Apple or an Authorized Apple Retailer within the last 14 days, exchange it if you’re not satisfied.
