Does Apple still support the iPhone 6s? Unable to download latest security fix. (16.6.1). Currently on IOS 15.7.8.

Apple does still support iOS 15 with “bug” and “security-related” patches; and likely will continue to do so for quite some time. (the most recent update being issued less than two months ago)
So, while your 6s won’t be receiving any new “capabilities” it still has secure and productive life remaining in it for many tasks.
