Can I change the iCloud account type to a business account?
This iCloud account is is used to manage separate office ipads for my company. Is there a way to change the account type to a business account?

No. There is no such thing as an iCloud Business account.
You can create an Business Managed Apple ID, which can then be used to manage other Apple IDs in the organization. But it cannot be an existing Apple ID or iCloud account.
