pictures lost from both Iphone and Icloud

Hi! My husband needed to by more Icloud space. But he needed to change the card. During the process, he had to change his apple ID password. He did it yesterday, everything seems fine, but, today, all pictures were gone. From both the Iphone and Icloud. What can we do to recover these pictures?

Changing the password or payment method does not affect content. If he otherwise deleted items, check the Recently Deleted album.
