iCloud Drive, Couldn't Find a Helper Application and Error -36

I recently had to reinstall MacOS Ventura (13.5). Since the reinstallation, I have been getting a "Couldn't communicate with a helper application" error when trying to open files on my iCloud drive. Trying to move files from the iCloud drive to other folders produced the -36 error. The files themselves don't seem to be corrupted, as I can at least see previews of them using Command + I. I've tried rebooting, quitting and restarting apps, or opening the apps before trying to open the files. Nothing has worked thus far, and I'm stuck.

I have the same problem after downgrading to Ventura from CarSonoma. I did manage to fix the problem, but only temporarily, by disabling iCloud Drive Sync, deleting the ~/Library/Mobile Documents folder via Terminal, then re-enabling iCloud Drive sync. My steps for this solution listed here: Error code 36 - Apple Community

Alas, the issue has returned 24 hours later. I'm waiting on Apple Support to get back to me (again) after this was escalated to the engineers.

Apple's OS software QA is now an absolute disgrace. CarSonoma is the most flea-infested MacOS I've ever encountered in over 35 years of daily Mac use. They have become Microsoft. And apparently $3 TRILLION ain't enough to fix it.
