As far as Apple device restrictions are concerned all we can do is point you to Apple's Support document, here: Wireless carrier support and features for iPhone in the Middle East and India - Apple Support

Refer to the footnotes:

"FaceTime may be unavailable if your device originates from this country or region and becomes unlocked or is used in another country or region."

(emphasis added)

You would need to confirm with their respective developers, but presumably if FaceTime is prohibited from functioning in a particular country or region it stands to reason third party apps offering similar encrypted end-to-end interpersonal communications will be prohibited for the same reasons.

The country of residency has nothing to do with the functionality of macOS apps. Compatible apps will run if properly installed.

You can travel the world and all the apps that worked in one country will also work in any other country.

National restrictions notwithstanding. Legal matters of inappropriate apps is not the domain of Apple, those are set by an individual country and whether their use is illegal or not is up to the user to determine. Some countries just don't allow certain things apparently.

There is no Facebook app for Mac. You access it from a browser. If the country you are in uses some type of system to block access to certain websites or countries, you might not be able to use it. There are apps for Whatsapp and Messenger. But, again, they may not work in certain countries. However, Dubai does not appear to be on the list of countries that prohibit access to Meta's services.

ETA: I posted at the same time as your last post. I don't think the same restrictions will apply from the Mac as the cell phone. However, all you can do is try.

"Dubai restricts the use of FaceTime and Video calls with WhatsApp made from your iPhone if you buy the iphone in Dubai. Thus, I am not sure if having iPhone and apple ID from EU country, and buying a MacBook Pro in Dubai, may restrict the use of apps like FaceTime, WhatsApp, etc. in the MacBook when using the laptop in another country that it is not Dubai."

Sounds to me you have your answer right there. But if you're still unsure, contact local authorities or whatever agency controls the restrictions. We can't advise you on that.
