A while ago you could use Touch ID to unlock locked notes. I have this enabled. However, it has stopped prompting me for it, which is unexpected. Why is this happening and how can I fix it? Restarting my iPad did nothing.

Perhaps the iPad User Guide and iCloud User Guide will provide the information that you need to both set-up and use Passcode/Password encryption of your Notes (with the option of using TouchID/FaceID):

You should note that there are multiple choices for securing (i.e., encrypting) your Notes; these should be carefully selected to meet your specific needs.
Touch ID for Notes has suddenly disappeared.
