How to remove managed networks on a device that is new,reset/erased, and never a work/school device! Suggestions/solutions??

So I’m not new at troubleshooting technology issues or networking and info security ..more so on Linux&windows but have some knowledge about iOS’ processes and configurations

with X code and swift as well as Mac OS but have 2 managed networks that have carried over devices even. One is named Bell_Wifi (I haven’t had bell as my mobile cellular plan provider for over ten years and long before this issue but had them for internet 2 years ago ???! But I don’t know how this would be a managed network. I did have some network and device phishing attempts and breach attempts before moving to a rural area and changing ISPs and ALL my 4 laptops and cell phones. The second managed network is just numbers and about 8-10 digits.

it’s strange that I have never had a corporate or work phone , and have backed up my mobile device and then signed out and erased the device . I then just set it up as a new device refusing to connect to wifi and also not setting up anything and opting to set up later and still have the managed networks. Appreciate everyone’s help . See the screenshots below. I can mess with the DNs, ipv4/6 settings and whatnot but not sure what it would do but regardless still no way to forget or remove like any saved password wifi networks that would show above the managed networks as known networks

I have done so. logged in and out of apple ID. new SIM card, resetting all settings not just network and whipped it and set it back up as a new device instead and have not merged with iCloud either even yet.. its something they can't explain and even told me to call Bell despite that being not a bell (ISP) issue. I did call them anyhow to just see and yeah told to again talk to apple which I have already about 4 times for hours each time to no resolve.
