Switch to Apple One and charged extra

My iPhone recommended Apple One for $18.95 a month over $21 a month I was paying for Apple Music and Apple TV. As soon as I accepted I was charged $41.28 and then $21.16 immediately after. Can someone explain what those charges were for?
