Only Meta can remove it.

Now that Sonoma is released, I can discuss. Bypassing MDM is 100% no longer possible. Apple forces all computers on Sonoma to check in with Apple Business/School Manager to see if a device is owned by an org. If it is owned, it forces the device to check in with the MDM. It doesn't matter if you made it past setup. You will get this screen if it was not properly released by the org. Buying second hand is always a risk. It has been something that more people have become cautious with with iOS/iPadOS. This now extends to macOS.

Sonoma is not released yet, so it may not be discussed here.

This device was previously (and possibly still is) owned by Meta. Once your device receives this check (regardless of OS), it is tied to that org and cannot be set up without their management.

You'll want to head over to a Meta platform (Facebook, Instagram, WhatsApp, Threads) and contact their support for further assistance. Please be aware that this may have been a stolen or lost device that you purchased and they may ask for it back with no compensation.
