The option is not available on the child’s phone. I am not able find a way to change it from my phone (parental controls or family sharing.)
the link to parental controls use does not address this. Anyone know how to do this?

Wrong, I figured it out. You can change a child’s ability to change a passcode on the parental controls (on parent’s phone). I did that, changed the passscode on the child’s phone and then took away the ability so his friends can’t change it.
Wrong, I figured it out. You can change a child’s ability to change a passcode on the parental controls (on parent’s phone). I did that, changed the passscode on the child’s phone and then took away the ability so his friends can’t change it.
The phone passcode cannot be changed or reset. It can only be entirely removed by restoring the device to factory settings, and setting up a new passcode during the setup of the iPhone.
