Stolen phone

My daughters phone was stolen while in Paris and within minutes of it going it was turned off and she couldn’t locate it. She did report it to the police in France, Apple and her provider. The phone then did appear again somewhere else in Paris and today it’s in Morocco with a different no on the erase screen. We haven’t managed to remotely erase it as alway turned off but does this mean they have put a new SIM card in it? And yes we did receive a scam txt which we ignored. What can you do when your phone is in a completely different country??
