I put in my Apple ID in Icloud and have access but I don't see anything except personal information. Nothing about my contacts show up.

You can go to iCloud.com from a desktop computer to see the contacts that you have stored on iCloud. You can export them from the website. You might be able to important them to a Google account or other place in order to then sync the contacts with your Android phone.
