If contacts were deleted from iPhone they are permanently erased and can't be recovered Delete contacts on iCloud.com - Apple Support

You can delete a contact in Contacts on iCloud.com. When you delete a contact, it is deleted on every device that has Contacts turned on in iCloud settings.

If iPhone was synced with Mac and contacts deleted from Mac will move in recently deleted in iCloud.com in that case they can be recovered before 30 days Restore contacts stored in iCloud on iCloud.com – Apple Support

Note : the contacts that were deleted from iPhone will never move in recently deleted of iCloud.com that only works from a web browser , however those particular contacts when recovered will always sync in iPhone when contacts box is turned on in iPhone / Mac / or a web browser used .

Also from the article Import contacts from your SIM card to your iPhone - Apple Support

Your iPhone doesn't store contacts on the SIM card. If you want to transfer contacts between iPhone devices, you can use iCloud to back up or transfer content between devices.

Hi sherbano195,

Thanks for contacting Apple Support Communities!

We understand that you need help to recover your missing contacts.

Were all contacts associated with iCloud or do you use other accounts to manage your Contact as well?

If you use other accounts, you can check your iPhone to ensure that each of your accounts are enabled as outlined here: Manage and delete contacts on your iPhone or iPad - Apple Support

"Turn Contacts on or off for an account

Want to add or remove all of the contacts from an account that you already set up? Just turn Contacts on or off for that account:

  1. Go to Settings > Contacts > Accounts.
  2. Tap the account that has contacts that you want to add or remove.
  3. To add contacts, turn on Contacts. To remove contacts, turn off Contacts, then tap Delete from My iPhone."

You also mentioned that you tried to recover your contacts from iCloud. Did you sign into iCloud via a web browser on a computer to restore them? If not, this article will show you how to restore your contacts via iCloud.com: If you accidentally deleted your calendars, bookmarks, or contacts from iCloud - Apple Support

"Restore your contacts or bookmarks from an earlier version

  1. Sign in to iCloud.com.
  2. Scroll down to the bottom of the window, then select Data Recovery.
  3. Select Restore Contacts or Restore Bookmarks.
  4. Select Restore next to the date before you deleted the content.
  5. Select Restore again to confirm. After the restore completes, you get a notification on iCloud.com and an email at the address on file with your Apple ID."

We hope this helps you.

Cheers!
