Cannot accept license agreement

After I have reinstalled macOS Mojave (after erasing everything), while walking through the Welcome settings, I cannot move on from the window where I am to accept the license terms for macOS. The Agree button is all greyed out.

I have read the agreement texts (know that sometimes you cannot agree until you have scrolled through everything). I have tried to reboot but I can still not press the Agree button.

Any other ideas?
