Phone Straight to Voicemail

I just replaced my SIM card (advised and shipped per my carrier). Now my iphone se 2020 goes straight to voicemail. No opportunity to accept call. Did I do something wrong?

If calls fail your account has not been set up correctly by your carrier. You need to contact them, or take the phone to one of their shops. Wi-Fi calling can’t work if cellular calling doesn’t work.

No, calls fail.

Cellular Data is on but when I select Wi-Fi Calling and try to enable it, I get a message saying to allow Wi-Fi calling I need to contact my carrier.
