I keep getting an error recently - "It may be damaged or use a file format that Preview doesn’t recognise.".
The file is not damaged and it is in a format that Preview can open. It will open the same file at another time!

Reboot your Mac. I have had no issues with Preview on Big Sur, Monterey, or Ventura opening a wide assortment of .jpg or PDFs.
Did you ever find a solution for this? It just started happening for me and it's ridiculous that hundreds of jpg files suddenly won't open.
