My AirPods refuse to pair or even show up on my Android phone's Bluetooth list.

I recently got a pair of used AirPods 2nd Gen and wanted to use them with my Huawei P30 Lite Android phone. First, I tried to manually factory reset them after charging them, which did not work. Then I tried pairing them with my phone using the instructions on the Apple website, which also bore no fruit. After opening the case and holding down the pair button for 15 seconds, the white light started to flash. I had my bluetooth on and scanning while the white light flashed, however nothing showed up on the bluetooth list. I did this multiple times on multiple devices to test. Is something wrong with the AirPods or is this a bluetooth issue? I do not know the serial # as I do not have the original package for the AirPods.

EDIT: I tried to pair my AirPods with an iPhone borrowed from a friend, which did not work in the slightest. These AirPods will not pair with any device at all, iPhone and Android alike. What am I doing wrong and can I fix these AirPods?
