my brother i iphone 6 showing unavailable after entering wrong passcode , he never backup any photos in icloud , is there any way to reset iphone without loosing his phone data and photos

Unfortunately, no. The only way to unlock it is to do a reset, it will wipe all data off the phone. Hopefully he made backups.
