There is no way to recover data from the phone itself when it is locked.

You say you have no backup. That does not sound promising. But by any chance were you synchronizing data (like photos) to iCloud? If so, any synchronized data that made it to iCloud might survive the reset of the phone.

While the phone is locked, the OP cannot enable iCloud Photos or Contacts in iCloud.

That must be done in the phone, and by the time the OP resets and wipes the phone to get back in, any existing data that was not already backed up or synchronized will be gone.

Turning on those things after the reset would be a good idea, but as far as saving existing data goes, these things will only help if they are already in use. If they are, the OP could access the data by logging into https://www.icloud.com/ or re-enabling iCloud synchronization after the reset. If not, there will be no synchronized date in iCloud to be recovered.
