iCloud Shared Albums not staying downloaded on Windows PCs

iCloud started deleting all of the Shared Albums on all of my PC's. Many of these albums I created myself, so I am the owner. I can still see them on all my Apple devices - it's just the Windows 10 PC's that they are disappearing from. This started sometime in June 2023, looking at my PC backups. I am using the latest iCloud version from the Windows Store.

When I look at the iCloud settings on my PC they are set to download and the Shared folder exists. Sometime they do download but then they get removed again and disappear. Once this happened when iCloud updated itself. I waited for them to all download, again. Then I rebooted and they all got removed again but this time, they are not re-downloading.

What is going on that this is so broken?

This happens on multiple PC's I use. All of them are exhibiting this download, delete, download, delete cycles but only for Shared Albums (my main photo library seems to be unaffected).
