I lost my iTunes library when the D:\ drive on my PC fried and had to be binned. The entire library is stored in the iCloud. I am able to access every single track from my iPhone and iPad (I have an iTunes Match subscription). How can I access the iTunes library from my PC (ideally to download the contents onto a new hard drive)?
Grateful for any advice...

Once you have downloaded your music, I suggest that you create a backup on an external drive as iTunes Match should not be considered as a backup service.
