My I tunes library, mete data, and MP3 and MP4 physical files were all stored on an external hard drive, that has just broken/damaged and unretreivable. Is the said itunes library available on icloud to bring back and retrieve. If so, how do I go about to find and retreive it ?
Not unless you had an active subscription to either Apple Music or iTunes Match, which you would presumably know about. Signing into your Apple ID with a new library/computer will give you access to your unhidden purchase history, or your entire cloud library if you have either of those services.
