In what way is it “locked”?

What service are you using to ‘check’?

If it’s carrier locked, only the carrier it’s locked to can unlock it.

No 3rd party service has legitimate access as to the ‘lock status’ of any iphone. Any information gained from them is not to be trusted.

Apple doesn’t check whether a phone is carrier locked. Where did you check it exactly?

The official status is what you see when you go to Settings/General/About and look at Carrier Lock. That is the actual lock status that Apple has.

I believe Apple can check the carrier lock based on the serial number, but one has to actually call Apple to do this. There is no online system that can check this.
