If your iPhone is SIM locked, then it is locked to a carrier. This means that the iPhone will only work with that particular carrier until it is unlocked by that carrier.
The only way to fix it and get the iPhone to work with other carriers, is to contact that carrier and ask about their requirements to unlock the iPhone.
