New iPad different applied

Purchased iPad to replace an old iPad. I assigned a different Apple ID from the old iPad and other device I have. The new iPad is now requesting the iPad password. Why

My new iPhone has my old work iPhone apple ID attached and constantly asks for the password to the old Apple ID. I do not have access to the old phone and do not know the password I cannot remove the old AppleID from my work phone on my new iPhone. I did create a new apple ID, but I cannot supply the pwd for the old apple ID and to change that pwd the verification goes to my old work iPhone. No access to the old iPhone, the reset on the new phone errors out and will not proceed

Presumably you refer to the iPad Passcode.

When attempting to use a different AppleID, the original device Passcode will be required to access/reset existing end-to-end encryption - the encryption keys being stored within the Keychain that is itself protected by the device Passcode.
