Can I sign up for Applecare+ and the next day go to repair a device with the benefits of AppleCare?

If your iPhone is already broken, no. You have 60 days from date of original purchase to add AppleCare+ to your iPhone. And Apple will want to check the phone out before adding an AppleCare+ to an iPhone.
