We are buying an ipad pro at the education store and it appears there is not an option to pay for applecare + on a monthly basis. Does this mean the applecare+ is limited to 2 years and no more? If one pays by the month, can applecare + be extended beyond 2 years?

Both types can be extended beyond the 2 original years in certain countries.
