A. Have a Method of Payment:

Make sure you have at least one method of payment in your account. Without one, you cannot make a purchase. This is because even free apps that the option for downloading items form within them.

B. Start Here: If you can't Add a Card to Apple Wallet to Use with Apple Pay - Apple Support

C. For Financial Assistance, Contact Apple Store Support:

You need to contact Apple Support Directly. This is a User-to-User forum. We are all volunteers. So, as you may suspect, no one here has access to that information — and that is a good thing, BTW. That’s why for Financial Assistance, you need to contact Apple Support. They’ll see what’s going on and will run you through the fix.

Troubleshooting Methods of Payment:

How many cards do you have that end in 6259? That’s the issue, if any that I am seeing. As the red-highlighted message reads: “Your payment authorization failed on card *6259. Please verify your information and try again, or try another payment”.

Contact Apple Support:

For Financial Assistance, contact Apple Support. These are user-to-user forums. We are not Apple.  Apple barely reads these site on their own time, as it is. As you may suspect, no one here would know the answer to this. So, contact Apple Support. Perform a screensharing session with the Apple Rep, so they can see this firsthand from YOUR perspective. I am having the same exact issue today. Apple Account Balance and 6 Gifts cards. I get the same error message you got. It's always the first card. Apple CS had to submit a ticket and I have to wait up to 48hrs for a response.

About these Gift Cards:

If these are iTunes gift cards, they’re just not going in the Apple Site, because that’s Apple’s policy. As for VISA gift cards and all other ones, add them to your account right after you purchase one from the store clerk at the cash resister.

On top of that, you can only use a gift card that is purchased in the same county where you are located. It all has to do with licensing and piracy concerns between Apple and the federal government.
