everything transferred to new phone except pictures

how do I get my pictures to transfer from iphone SE 2020 to iphone 13 mini?

iPhone 13 mini, iOS 16

If using iCloud Photo Library, then simply turn it on in Settings ➜ Photos on the new iPhone and they should sync.
