The watch uses the same emergency contacts as the iPhone. See the 'Remove emergency contacts' section in:

I accidentally called 911 on my Apple Watch I accidentally called 911 on the Apple Watch. They notified my emergency contacts. All day today anytime I traveled to a new location, all of my contacts receive a notification: Emergency SOS The approximate location of Otter has changed. And it shows a map of my location. How do I turn it off/stop it? Yes I have turned off my Apple Watch on and off a couple times to no avail.

iphone, Health app, tap on your avatar photo, tap Medical ID. On that page tap edit, remove the contact
