Is it possible to set it to ONLY call contacts, not 911?

I will like my watch to ONLY contact my son on a fall... NOT 911

Can the Apple Watch text emergency contacts (like family) after a hard fall but NOT emergency services (like 911)? My elderly parent lives in the same house as family, so we just need the watch to call or text family members, because someone is always home but not always nearby. We don’t want a lot of false fall detections because they have Alzheimer’s and won’t know how to use the watch anyway. Plus having police, fire, and ambulance show up because of nothing might be traumatic for them. Thanks
