I bought Apple watch series 8 from Target (PHI) and came back to Europe (Estonia). It cannot connect with local Mobile Service and cellular is useless. What can I do to resolve the problem?

Apple Watch cellular sold in the USA is designed to connect with carriers in the USA, Canada, Mexico and Puerto Rico for as far as I know, so you can not use that model with European carriers for as far as I know

Check with your local Mobil Service and see if they support the watch model you have.
