How get notes back after I turned off notes in iCloud

My notes were not syncing, so I decided to turn off iCloud notes, and the same issue occured to me. I can't seem to be able to restore them. So Annoying!

In this situation it does appear that data loss has occurred and your notes will not be recoverable. Apple does not have the ability to recover lost notes data.

To prevent this from happening in the future, you can enabled iCloud Notes Syncing so that your notes sync with iCloud. If there are issues with syncing then you will want to take the appropriate steps to resolve that issue instead of turning off syncing altogether as data loss may occur when you disable iCloud Syncing.
