Any recommendation of an app for the Apple TV that...would keep a list on the AppleTV of what (1) I'm watching and (2) a todo list of potential shows I might want to add to my repertoire. That would be handy.

The Up Next queue list in the TV app tries to bring that function, but it only works for participating apps (e.g. not Netflix, not Sling, not Plex).
As apps on streaming devices do not have access to what other apps do (software sandboxing), any third party app would need manual edits each time. Have you tried searching the App Store? E.g. see if Cronica does what you want. Also see the ‘You Might Also Like’ row of similar apps on that linked page.
