Translate app stuck on "Download Offline Languages"

What might one do when Translate app gets stuck on "Download Offline Languages?"

One can try: Settings -> Translate -> Download Languages. There one might find that there are no Languages Available Offline (even when certain that it was once so). Download two languages and watch them populate on the screen. Once complete, go back to the app and one might find it working again.

I’ve got the same issue on iOS 17 and did everything Apple help suggests apart from a clean iOS install that I’m just not going to waste my time doing. The simplest solution is to delete the Apple app and use Google Translator app instead. No issues with their language packs and it works just as well if not better anyway. Sorry Apple but you do sometimes suck.
